How to make a habitat for a box turtle?

So i want to get a box turtle and i was just thinking of how to set up the tank. Does the bottom need to be covered with wateer not enough for it to drown but shallow enough for half of their shells to get wet or half dry half wet. What about the substarte or heating. Thxs
