If I make all Fs in the 4th nine weeks will I be promoted to the next grade?

If this is high school, failing the fourth quarter and the final probably means you will not get the credit for the class. If you fail to earn any credits, it is almost irrelevant if you get promoted. Without credits, you will have to repeat the classes or you won't graduate.
