Female dog keeps humping my other female dog (who is in heat)... why?

Ze my 1 y.o Labrador keeps humping Betty my 6 y.o Labrador who is currently in heat than licking her ****... (so gross) she's been doing it all week and don't understand why she is doing it... or how to stop it??
